Who is Responsible for Prescription Drug Abuse?

In the world of prescription drug abuse, there are many perspectives to consider as far as responsibility and involved parties.  When talking about dependency on painkillers, much of the conversation tends to revolve around the patient, but there are other entities involved.  What is the responsibility of a parent? Of a pharmacy? And what about the doctor who prescribes the pill?

It’s a complicated dilemma that likely warrants responsibility on many parts.  One doctor shares her own struggles and concerns of witnessing possible substance abuse among prescriptions that she writes, and the difficulty this presents in her practice.  The medical perspective is an especially interesting and important one to consider.   What are your thoughts on responsibility?
